Abstract: This report by CTB Macmillan/McGraw-Hill describes the scoring process and the psychometric procedures and results for the technical studies that have been completed for the 1991 Maryland School Performance Assessment Program (MSPAP). The MSPAP tests are performance based assessments of students in grades 3, 5, and 8 in language arts and mathematics. In 1991 the MSPAP involved the census testing of students in 9 hours of testing over a 2-week period. The A and B forms of the test were taken by approximately 16,000 students in grades 3 and 5 and 10,000 students in grade 8. Forms C through F were taken by approximately 5,500 students in grades 3 and 8 and 6,000 students in grade 5. At grades 3 and 8 approximately 11,000 students took the mathematics books that were identical for forms C through F.
